The Collapse of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, negotiation efforts are waged: optimistic declarations are released from various governments. Significant resources is devoted on managing specific proposals. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor rocket firings from enemy soil, a ability provided through current data. From vantage locations, defense planes that had been deployed to intercept incoming guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, presumably delivered by allied countries. Every firing creates sudden vibrations, causing tremors. The brief panic quickly gives way to grim resignation: maybe the approaching threat won't strike its target this time, sparing the city from catastrophe and additional electricity failures.

Persistent Threats

Following this, a automatic firearm fired at a drone in the vicinity, part of a defensive team – almost certainly imported technology. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its objective.

Periodically, this persisted until dawn. Kyiv faced the morning news: seven people killed, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to fill in the near term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new proposal from US leadership unfolds according to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, persist.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. US administration works based on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unfeasible to compel Moscow to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing civilians and areas but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a just a single week to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, recent disclosures, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
